There are several rules that affect station staffing. They are:
http://sujan.hallikainen.org/FCC/FccRules/2007/73/3526/ requires the PIF
to be accessible during normal business hours.

studio location does not directly address staffing, but based on the Jones
Eastern decision, has been interpreted to mandate minimum staffing
requirements.

http://www.hallikainen.com/FccRules/2007/73/1400/ deal with transmitter
supervision and an allowance for unattended operation.
