The cited WQOP case is interesting. I talked with their attorney. As I
recall, he finally filed something saying the FCC did not comply with the
Administrative Procedures Act in adding the staffing requirement to the
Main Studio Location rule. The FCC finally said something like "all things
considered, we'll dismiss this violation." For a little history on the
