[BC] Remote Control Safety

Normally when at a site, I do several things regarding safety:

1. Unplug the remote control from the phone (but NOT the local desk
phone. This way, no-one can call in and change things. But the phone
still works if needed.

2. No exceptions - covers off = safety disconnect "off". If
troubleshooting and having to run it covers off, I try to have a second
person on-site. Or sometimes it waits until the next morning; rather
than do a sleepy 3 a.m. "oops", I go fresh and much more alert. I also
select "local" or "remote disabled" while working on a transmitter.

3. Last thing before driving off, after locking gate: Call remote, and
"do" something such as change from auto to man power and back. This proves:
Phone line is connected to remote
	Transmitter is in "remote allowed"

I'm sure we all have our rituals, and at times we skip a step when in a
hurry or tired.
