I think you are crossing requirements with that of an LMA'd facility.
To my recollection if the owner is operating the station all that is 
required is that the station be open during "normal" business hours.
You can define the hours but typically they want to see 8 hours a day, 
between 8A & 6P. You can see a bit more about the rule here..
