Right now, the current 700 mile protection contour should be downgraded
to 400 miles.

My estimate is that once a mandatory analog shut-down date is announced 
you'll find a Rule-Making request asking for the current (approx 700
mile) 
protection be considerably downgraded...and there WILL be a lot of new 
stations on the former 'clears'...
