My estimate is that once a mandatory analog shut-down date is announced 
you'll find a Rule-Making request asking for the current (approx 700 mile) 
protection be considerably downgraded...and there WILL be a lot of new 
stations on the former 'clears'...

.....all of course in the name of diversity.
