Which is the entire point, really - by granting FM translators (under
STA) only to class IV AMs so far, the FCC sidesteps a tremendously messy
question: since FM translators owned by their parent station are
currently limited to serving only areas within the predicted primary
contour of the parent station, what should be considered the "primary
contour" for an AM being translated on FM? Do you use the nighttime
contour, in which case daytimers get burned again? Or do you use the
daytime contour, and risk the wrath of FMs arguing that if AMs can now
use translators to extend their signal reach, FMs should get to do so as
well?
With the graveyarders, at least the FCC can argue that all the
translator is doing is preserving the "predicted" coverage of the 1 kW
AM signal against all the nighttime interference it receives.
