As has been explained, with a good antenna array
and sensitive test gear, it is possible to "pull
one out of the grass" ... not entirely unlike DXers.
However ....

Some years back, we did have a series of
"reports" for stations that somehow "forgot"
to turn on for the overnight "test" or ... in
one case, had a "special" engineer who detuned
the transmitter by about 80%. Eventually,
the measuring fellow did call and ask if there
was something wrong, he could not receive it.
But that apparently was several months later.
