It was sold to Congress as half to PS and half auctioned to Biz radio.
In fact I recall some commercials touting how the new TV would make
room for "first responders" yada, yada, yada.

That might have gotten lost in the final shuffle, but those spots
ran less than 18 months ago as I recall.
