[BC] Low-Band VHF DTV Channels

On the latest FCC allotment table of permanent DTV channels, there are
40 low-band VHF (Channels 2-6) frequencies allotted, of which 21 are
either Channel 5 or Channel 6.

Where is the plan to hand channels 5 and 6 over to public safety? This
is the first I've heard of it and I'm heavily involved in public
safety/critical infrastructure radio systems. PS is getting a chunk of
the soon to be cleared 700 MHz band between 60 and 69, which companies
like Cyren Call are trying to get their hands on.

The recent DTV plans I have seen don't show any give back of VHF
channels.
Some of the original plans were for all DTV to be in the UHF band and
the freed up spectrum reallocated.

radio. The  biz radio part looks like a high ticket auction while if
they gave out replacement channels they wouldn't get a nickel. This is a
non-starter, today, tomorrow and 10 years from now.
