Scott, if I might make a suggestion. Chances are your file is put 
together on either the advice of counsel, or by way of information 
gleaned from some trusted sources. In either case, in your public file, 
put either the directions from counsel or the information that you used 
to build and maintain the file. The thinking here is, should you be 
inspected, you can demonstrate to the inspector that your are doing your 
best to comply with the rules. If an inspector does not quite agree with 
an item or wants to quibble on a minor point, he/she/it can not make the 
case that you are not working to comply with the spirit, if not the 
letter, of the law. Remember that the content requirements for the 
Public File are minimums. You are not prevented from adding additional 
information that you feel might be helpful to someone inspecting it.
