I've had public files at libraries in the past.  When it was required to
be in city of license - but the studio was elsewhere.  The rules did change
since then.

Also had a CP application.  No town library.  Not much of a town.  So we
hung it up in the post office.  In hindsight, I don't think I'd do that
again.
