I understand your need for security, but if I recall correctly, you are
not allowed to ask for an explanation.  Under the current rules, all they
have to do is ask to see it.  Why they want to see it is not the licensee's
business.

And AFAIK, there's nothing preventing you from putting public file on the
internet right now.

digressing a bit...

While at Clear Channel, we went to an electronic public file - viewable by
a computer kiosk at each radio station.  It wasn't viewable via the
internet, but it made organization very easy as well as corporate oversight
via the corporate intranet to make sure all required was there.  

It even notifed the person responsible at the station level to purge items
when they hit a date where they were no longer required; as well as with
warnings that your quarterly issues report is due.

I believe CC - or some company licensed by them - is marketing the
electronic public file to other broadcasters.
