"Since all that the Congress did was change the date of the change to DST, why couldn't the Commission just correct the times for PSRA/PSSA authority to reflect the time change.  For example, if a station must operate in March at 35 watts from 7:00 to 7:30 PM standard time, then after March 11 it must operate at 35 watts from 8:00 to 8:30 PM advanced time.  That would be simple, would it not?  So why all the other changes?"
