[BC] Win 98/ME/NT/2k/XP/2003 DST patch .........

Try http://support.microsoft.com for a simple patch for XP.  Looking around
a bit further you can come up with tzedit.exe, which will allow you to edit
the time zone for anywhere in the world, even setting the time change for
other than 0200, moving it to a different day of the week, etc.  I have
converted 10 computers so far, most of them XP Pro, but some running NT.
They will do the switch to DST and back with no problem.
