[BC] Win 98/ME/NT/2k/XP/2003 DST patch .........

Was doing a search to find a fix for this DST issue in relation to Windows 
based operating systems. Looks like this will do the trick...
The patch is even easily reversable just incase DST is put back to its old 
time.

Now if only DST patches were ready and available for other broadcast 
hareware/software, life would be grand!

machines to the new USA daylight saving time requirements in 2007.
