[BC] New PSRA/PSSA nightmare!!

That, of course, is their call to make. But the new authorization lists only
one domestic station (KYW, Philadelphia) that we are protecting. And they're
a CBS station.

Mexico violates their treaty with us all the time. Why the heck should we
protect their stations, especially the ones operating illegally?
