[BC] Station fined for overpowering

Several years ago I called the WADV owner and talked to him 
about staying on the air at night with the one thousand 
watts.  He was concerned about it even back then because he 
asked me a couple of times if I was from the FCC.  After I 
convinced him I was just an AM radio listener and calling out 
of curiosity he talked to me for about a half hour.

He told me that his transmitter couldn't operate at five 
watts, the lowest power it would operate at was two hundred 
and fifty watts.  Then he told me his attorney in Washington 
told him it was legal for him to operate at night with the 
one thousand watts because the only station he would 
interfere with was just an all news station in Canada and the 
Canadian station had no right to broadcast in the United 
States anyway.

I don't remember much else about our conversation but he 
invited me to visit him sometime.  He seemed like a bit of a 
*very* right wing kind of guy but pretty nice otherwise.
