[BC] Power distribution in the NE

We're just seeing the beginnings here in western IL
For years, the 'conventional wisdom' was that the wind wasn't strong or
steady enough.
Now the entire ridge-line on the east side of the IL River, from Hardin on
the south to Peoria on the north, is being surveyed for sites
First unit went on-line a year and a half ago near Pittsfield, IL
