[BC] Station Rules compliance (AOL Webmail)

I did complain to the CE of WPAD and it was looked into by my consultant
CE as well, who has done some work for them. They say everything is in
sync, but the problems are still occurring.

That is too lax of an attitude. If someone interfered inside a 5 mv/m 
contour I was responsible for I would first file the appropriate valid 
complaint,  if that failed the towers would be on the ground.
