 A pirate has no license at all.
 This case, the licensee accepted terms and conditions and is willfully and 
 repeatedly violating them, demonstrating a lack of integrity, and
 calling into question any and all representations made whatever.

 I'd say in this case, a pirate is the lesser evil.
