[BC] Kevlar cored wire?

I saw a strange coax test lead, it was either Kevlar or a very flexible
Teflon that was used inside the cable.
When a Test lead is damaged its tossed for ISO Compliance reasons.
I was never able to figure out how to put a connector on this strange
RG-58 sized coax.
