[BC] Station sign-on time/power

Robert,

I do not know your position but I have ownership interest in a few 
stations and am in the process of raising money to buy another.  The 
future of broadcasting is very important to me.  I have leveraged my 
house, boat, children's education, etc.  If something is (to me) 
contrary to the future viability of broadcasting I will draw attention 
to it by scream from the highest mountain and I would hope that most on 
the list would (at least) fight for my right to do so.

As for the commission, and their enforcement division, it  is up to them 
to place priorities in which rules to actively enforce.  Enforcement has 
turned into a political issue and the only way to change it is with 
vocal opposition.  That having been said, I routinely check readings / 
monitor points in my client stations.  It is what they pay me for.
