Certainly not composition if long-term accuracy (stability)
is required in a metering circuit.

Metal film _might_ be OK, but I'd worry about the VOLTAGE
rating of the resistor.  Physically small resistors won't
cut it above a few hundred volts drop.

I'd look at the diagram and try to decide if there's an
error in the power rating or resistance value. Of course
RCA never made an error on diagrams.
