[BC] cheap exciter

The Italian (Bext) exciters are quite good, and a GREAT bang for a small buck!
I have used them for years and they generally just sit and run.

Yes, we just got one for KWXY to replace an old QEI 695, and it works quite
well.  For an exciter, that's pretty exciting!
