I can't help but wonder if this FCC "crackdown" is somehow related to
recent proposals to reduce federal funding of public broadcasting.

Organizations like PBS, which are known for turning out some of the
best children's programming, will argue that some of their shows may
be cut if they lose funding.  So, Kevin Martin now can offer a
response like: "Who needs PBS?  We already require commercial stations
to air educational programming for kids, and if they fail to comply,
we impose TOUGH PENALTIES."

This smells a lot like the recent crackdown on public file and main
studio staffing compliance, which is supposed to prove the FCC still
cares about localism.
