[BC] Shunt Feed AM Antennas

I just happen to be looking at Scott Fybush's site, and reading about
the KOAC site.  I know that we have discussed this topic before, but
Scott made the mention that the FCC did not allow shunt feed towers any
longer due to their computer modeling system could not model such type
of antenna and it's results in efficiency.  

 

I was under the impression from somebody here on the list that they
would allow it for daytime only use.  Is this still true or do they just
allow them anymore, unless it is an emergency situation.
