Glen,
    I tend to think that the when they were writing that rule, the
included the 105% over power compliance rule to insure stations were
licensed to reduced power at night would remember to do so. Just my
opinion.

Yes, I also have never had a problem with the transmitter power going
over
105%.  But the FCC does not want it to do so.  Thus, having an alarm for
that condition will reassure an inspector that you are covered for that
rare
eventuality, even though it occurs with less regularity than you being
hit
by a falling meteorite.
