That was what I thought. The method you choose to use is up to the
licensee, as long as the licensee was in compliance.

AFAIK
There was never a requirement you have a dedicated phone line. You might
be thinking about some FCC clarifications on the use of dial up remote
controls which is optional to begin with. The FCC does not really care
how you comply with the rules just that you can demonstrate you are in
compliance.
