I have the same problem with a ESE master clock that controls my whole 
facility.  Last year after hearing about the change in DST dates, I 
contacted ESE to when the upgraded PROM was going to be available for my 
master clock and they told me it would be available in time for the new 
date.  I called them a month ago to order the new PROM and they told me they 
decided not do an upgrade.  They told me from now on to disable the auto DST 
feature on my clock and to do the change manually.  Needless to say, I was 
not happy hearing this.  I guess they just want me to buy a new clock from 
them with the new upgraded programing.  Another example of a manufacturer 
not doing support on their products.
