they are already doing that now, its called NavTraffic, to which I 
subscribe.  This will allow them to expand into more 
markets.  Currently its only available in 44 markets and on Pioneer 
and Kenwood aftermarket navigation systems, or those that come 
pre-installed in Acura, Cadillac, or Infinity vehicles.

Overall it's only costing me a few bucks (under $5 i think) to have 
it, and its steered me around a few jams that lied ahead that I 
otherwise wouldn't have known about (i don't usually listen to am to 
get traffic reports) so its worth it.
