[BC] Deciding when to replace a transmitter

Not knowing any of the particulars at the time the station was put on
the air, using an older transmitter was probably done for economic
reasons. Most likely ones along the lines of "if I can get a few more
years out of this box, then I can afford a new one." Now it's 15
years later and the new box isn't installed yet. The most likely
reason for that is that it's costing too much to keep the old box
running. Either way, sure the old boxes are nice, built well and last
a long time, but it's still time to bite the bullet and get a new TX.
The savings on operation and increased performance just don't leave
any other logical answer.
