Then, if this is the case, then this tells me where the station is, its
past hasn't been good, and it needs to go dark to allow a co-channel to
increase power.

You can tell because the owner has not updated any gear, the property
looks like a mess, and not a presentable place to have a business. He
bought this as an investment property in hopes to move it.

As I said, the App for 1370 is MX'ed with several others and will be a

time before anything happens, if at all.
