[BC] FCC'S Meter Maid on Overtime?

What's with all the stations being fined by the FCC for not filing renewals?

Remember they went after the WBAA stations (Purdue University)for not filing renewals, only to back down when the University apparently established that they had filed on time. The WBAA fiasco was probably directly the result of glitches in the FCC's own computer system. I remember working on an Ohio station's renewal (due same time as Indiana) and having the draft vanish from the FCC system. Luckily, I caught this before the filing deadline. 

Somehow I think it strange that all these stations forgot to file. Of course, this might be because the FCC doesn't send any reminders about pending renewal. One thinks they are perhaps hoping you forget to file so they can re-sell the channel?
