Here we go again. Someone wanting to waste money. It is obvious to me the
gate was left open as a courtesy to anyone wishing to inspect or maintain
the tower. Why should someone have to wait to gain access? The transmission
line is fashioned as a gate to prevent humans and animals from trespassing
on the site. The ball gap in the mud ensures a good ground to quickly and
effectively dissipate lightning and static discharges. Usually towers DO
get an occasional paint job. "Occasional" being the operative word. This
tower clearly has paint on it as does the ATU.

The government leaves open to interpretation many things. "As often as
necessary" in FCC Rules. "Congested" and "Other than congested" in FAA
Rules, etc. This site appears to be maintained in an "elegant" manner.
