[BC] Starlink Interleaver adjustment

Do you have good filtering on the front end? I have found the Starlink 
needs a good filter with tight group delay to operate well over long 
paths.  I have a 33 mile hop.  We still get the drop outs, but they are 
limited to only inversions during summer mornings here.
