Since there was a law firm involved, you might consider contacting the 
state attorney disciplinary board. Obviously, the law firm falsely 
stated to you that the bill would be written off when it wasn't, and 
they may have made some false representation to their client about the 
status of the bill. It might not result in severe sanctions against the 
law firm, but they might be willing to reimburse you just to make it go 
away.
