All depends on what you are prepared to pay for it.
The range is from free to about $2,000 for NEC4 with a
capable pre-processor. The license for naked NEC4 (which
will not be particularly useful without the pre-processor
is $1,200 to the UCal Regents. There are three or four
pre-processors available. Although I have NEC4 I'm still
debating which pre-processor looks best.
Most other approaches are based on the Public Domain NEC2
which does not handle ground systems well. The better
offerings in this range seem to run < $350.
