[BC] Class A FM Shortspace Question

I was turned down once when someone who filed comments to deny (forst adjacent
station) claimed that "ONLY 76 ACRES" of the 300 + acres where the allotment
fit were park lands and wetlands. Apparently, 76 acres isn't enough space to
put a 200 foot self supporting tower.
Moral: If you have a well connected attorney, the FCC BENDS OVER for you!!!

This brings up an interesting question. If a station were built on a
permanently-moored ship in a harbor, bay or just offshore, would this be
considered
a "buildable" location for license purposes?
