Being conservative in these matters, I think:

Kay Em Jay Are Portland    < call and City of License>

Kay Em Jay Are Portland <Frequency in Spanish> is OK

Kay Em Jay Are <frequency in Spanish> Portland   perhaps not OK

So rather safe then sorry, we'll go with the second variant.
