 To the best of my knowledge and belief, the U.S. of A. is still a country
 that speaks American English.
 So far as I know, the Republic of Texas is still a US state.

 If you want to ID in a foreign language, I know of no rule that prohibits it,
 but if it were me, I'd get a letter on file saying it's OK.
 Advice of Counsel counts for quite a bit in the eyes of the enforcement folks.

 Probably, I'd pick your second example, and claim that the frequency
 is not actually part of the "legal ID" should the question even come up.
