Granted, there is no allowance for poor ground systems, but if the 
point of measurement is at the tower base, line losses become moot.
If the line had 3 dB loss and you ran TPO at 500 W for 250 W at the
tower base it would be dumb with a capital D, but legal. (Assuming
you could find a line with that much loss that wouldn't burn up. <g>)
