Their is no requirement that each EAS log entry be signed, but EAS
entries must be reviewed weekly (Not to exceed 13 days). The review must
confirm that a weekly test was received from 2 different assigned LP's
and that a weekly test was sent. If the previous requirements were not
meet then an explanation should be included. The person who does the
weekly review (Chief operator or properly designated alternate) must
sign and date the log upon review. Also As part of the weekly review you
should make sure that a monthly test was received from BOTH LP's and
retransmitted within one hour of reception. I should point out that
there is NO requirement as to how you log this, print out's, separate
logs, part of the main log, is all acceptable. Different sections of the
log may be kept in separate locations i.e. transmitter maint log is just
fine at the transmitter. Even if the "log" is in different places it's
all part of the station log.
Remember back in 1984 the FCC put the burden of proof on broadcasters,
so what you log is made up of is up to you with the exception of
specified EAS and tower lighting entries. What this means is if you get
inspected and the FCC finds a problem such as the transmitter running at
84%, if you can't show that you were aware of the problem and in the
process of making corrections, (such as a log entry stating a power
module failed and it was returned to the factory for repair on X date)
You now will most likely be receiving a notice of apparent liability,
rather than it being totally over looked or a Notice of Violation.
