Mike,

Sorry maybe I misunderstood. Your post alluded to each EAS 
entry requiring an operator signature.  My point was that I 
have never found any current requirement to sign EACH 
individually logged EAS event.  I have searched the EAS 
rules many times since EAS inception.

You are probably thinking of 73.1800.  73.1800(a) states 
that "Any employee making a log entry shall sign the 
log...".  It also specifies that "This log shall be kept by 
station employees competent to do so, having actual 
knowledge of the facts required."  Makes me wonder if 
whoever wrote that rule had ever been around a radio 
station <g>.

If I am wrong on this someone please point me to the 
pertinent rule.  'Cause I ain't never found it...

With all of that said...  I have always advised my contract 
clients to keep the paper printouts.  I have several that 
uses an 8.5x11 manila envelope with an Official EAS monthly 
log printed upon it.  The envelopes are punched for a 3 
ring binder and are kept in that binder for the entire 
year.  They usually have a copy of the EAS handbook in that 
same binder.

The method of written entry is covered in a separate rule 
part other than 73.1820.  I also never said the use of an 
electronic log was not permitted.  Only that the entires

calibrated automatic system.

I found no mention of signatures or initials in any of the 
Part 11 rules.

The CHIEF operator does certainly have to sign, certify and 
if discrepancies are found investigate and resolve said 
discrepancies.

But no mention of signature other than the CO's weekly 
review.

No requirement for the operator to sign for EAS activations 
that I know of.  The only signature required [73.1870] is 
the Chief Operator at least once per week to review logs 
and certify that the equipment and logs are working 
properly.

Some form of log must be maintained such that the CO can 
sign it and say that all is well.  An actual printout of 
the EAS log does not appear to be necessary.  You must be 
able to present an EAS log for the specified period on 
request by whatever means.

The intent of these sheets are to be printed out.. they 
leave room in
each
section (Type of alert or test rec'vd), etc for the on duty 
operator to
fill
in with pen by hand and sign.
