This is an important factor that I suspect is easily overlooked... there are 
incredible amounts of regulations and absurd rules regarding "wetlands". Some 
of you may well have heard the "horror stories"... property owners, where 
maybe once every few years, when they get exceptionally heavy rains, and have a
 
few inches of standing water for a week or three... someone declares that as 
"wetlands" and everything just turns upside-down!

We ended up waiting for *two whole years* just to build a new satellite dish, 
simply because we are close to wetlands! With all of the hassles and 
ridiculous paperwork, engineering studies, etc, you would think we wanted to bu
ild a 
toxic waste dump, or something!

Suffice it to say... *anything* involving "wetlands" of any kind is a hassle 
beyond description.
