No, but for emergency use you can just use one, and then obtain an 
STA  from the Chief of the FCC Broadcast Bureau. This is the same as 
using old WWII surplus BC-610s and other lash-ups for emergency use. 
You still must guarantee that they don't produce "harmful 
interference," which with precision test equipment, is pretty easy.
