It's all still the NCAA and falls under Myles Brand's jurisdiction 
(in fact he issued a joint statement with the President of Rutgers 
this week: http://scarletknights.com/news/release.asp?prID=5202 ).

But Alan while Myles is a long winded (and apparently short tempered 
from what I hear) fellow in his own right, I don't think that was a 
big factor in all of this, considering CBS has an exclusive contract 
with the NCAA for the men's tournament until 2014.
