Answer #1, there is no solid answer at this point. But it is my
understanding the FCC will look to the license for the operating values of
the station as a whole. If the analog goes down but the digital or hybrid
doesn't, It's my understanding the FCC will not bat an eye as long as the
main analog operation is restored in a reasonable time
frame. Vague...yes. But there's nothing more at the point to go on
officially until the rules are released.
Answer #2 HD will stay on to it's normal distance, but blend to a noisier
signal when operating analog -10dB +/- ERPr.
