[BC] Call screener software

[Andy Linton]

The first time a caller calls the producer enters their name and location
(plus a comment). Then subsequent times they call, that info displays before
the call is answered.

In some places Caller-ID Plus is available which presents the name of the
line's account-holder, but its not available everywhere and not always
reliable anyway.
