 autolame does exactly what you want, but it doesn't do windows.
 It's OK, though, as it's a plain-text script, so you could
 edit it to become a "batch" file, and run it from the "task scheduler".......

 Note that this is just a front end for lame, or sox, so you'll still need the
 codecs for the conversions you want.

 Now exactly what you want, but the closest thing I do know about.
